My toddler son is 21 months and the costume fit perfectly. He is slightly above average in size. I think this would fit when he is 2 years old, but probably not 3 years old. The outfit came with the hat, the red scarf and a tool belt and tools. It was a pretty cute outfit, easy to wash and dry.

Purchased this for my three year old grandson who loves Bob the Builder. He won't take it off without a fight! :)
